But that would show that the stats are better than they appear. Since delays in funding almost always cause an increase in cost.

Looks like half of all projects are overruns. I am surprised that there are no projects finished ahead of time. Why don't they present success stories?

I don't share your interpretation. Page 10 is a displays projects on schedule and overruns reasons but it does not give an idea of the scale of the overrun. If a project is out bu no more than 10% (arbitrary number) on schedule or budget I would consider it a good, successful project

Could you expand on that; I not sure I see your point.

I would say that over a long period delays would indeed increase the cost but that may not be true for small, rapid projects

Changes to scope and the timing of those changes can have those effects too.
